The Safer Harlow Partnership is getting ready to put Operation 'Bang Out Of Order' back into action again to reduce anti-social behaviour during the lead up to Halloween and firework celebrations.

The Safer Harlow Partnership and Essex Police in Harlow have supplies of a domestic property marking system called Smartwater Instant. It is a water-based yellow fluorescent solution, invisible to the naked eye. Each solution contains its own forensic code, including some tiny particles that are uniquely numbered. It is virtually impossible to remove. Once applied the fluorescent marking can be seen under UV light (a microscope is then used to view the numbered particles).

INCIDENTS of noisy neighbours, teenagers hanging around, rubbish and litter on the streets, people being drunk and rowdy, vandalism, graffiti and drug use in Harlow have reduced over the last three years, according to local residents.
Results for Local Government Satisfaction Survey from 2003-04 and 2006-07 have been compared and show perceptions of anti-social behaviour in Harlow have dropped by 24 per cent.
